Rathin Roy is currently public resource management advisor, Bureau
for Development Policy, United Nations Development Programme, New
York. He holds a Ph.D. from the University of Cambridge in public
economics. Roy has taught economics at the universities of Cambridge,
Manchester, and London, and he has published books and research
papers on a range of fiscal issues in developing countries. Topics
at the global level include fiscal space, public investment and
fiscal policy, MDG-costing, pro-poor fiscal policy, fiscal decentralization,
and enabling fiscal frameworks for the MDGs. Roy has also applied
his policy analysis on country fiscal issues, including Cambodia,
China, Laos, Syria, Yemen, and Zambia. He has provided technical
advice to governments on macro-fiscal policy issues in more than
40 developing countries in Asia, Africa, the Middle East, and Eastern
Europe. |
