John Okiror, holds a Masters in Arts (Economic Policy and Planning), has a working experience of over 15 years in formal development work employment in the public, private and civil society sectors.  Key areas of specialization include: Policy and Strategic Programme Plan development, implementation, review and monitoring; Orphans and Other Vulnerable Children programming; Community HIV/AIDS programming; Gender mainstreaming and social budgeting; Organizational assessment and strengthening; Adult training and designing of monitoring and evaluation frameworks.

Currently heading the National Implementation Unit for Orphans and Other Vulnerable Children, a national programme based in the Ministry of Gender Labour and Social Development, John has actively participated in the development of a Policy and Strategic Program Plan for Orphans and Vulnerable Children (OVC) as well as resource materials, systems, protocols and tools. He has participated in designing and implementing A World Bank funded project; Community HIV/AIDS Initiatives (CHAI) where small grants are directly given to vulnerable groups including OVC to assist them to deal with their basic HIV/AIDS needs. In collaboration with implementing partners who have benefited from GFATM, PEPFAR and other funding sources, he has for the past two years been documenting Best Practices, Lessons and Challenges arising out of implementing OVC and HIV/AIDS interventions.

In the area of capacity building, he has been involved in organizational strengthening of Non- Government Organisations, Community Based Organisations, Faith Based Organisations, Private Sector Associations and community networks to improve service delivery for OVC.
